Just a conditional field inside skillmanager to be opposite the one there now. There is already a "cast time >".
There are longer casts (longer than a GCD) in the last two tiers that signify a boss jump. It's nice to be able to refresh skills towards the end of the enemies' casts.
Even if you're setting a condition for an oGCD, this should make it so the skill doesn't fire off impossibly fast every time.

Is there a way to add Role Skills into the rotation using skill manager or other methods? Or is that not possible?

probably the same way as the crafting profiles?
