Make sure you are choosing the item, not just putting the value. As stated, sometimes the list can show up below the overlay like this:

Once that's done, make sure you have a skill profile to actually make the item for you, AND make sure you have collectible buff up. Like I said, working fine:

I think the drop down list was out of window, but now I can see it.
