How come the 64 bit doesn't have the swiftcast hack on here.

The hack hasn't actually done anything in the 32 bit client for a while as far as I know. It just makes you think you've got permanent swiftcast. To everyone else, you're just casting the spells as usual with no advantage (ie permanent swiftcast).
