Disclaimer: I made this for myself and am just sharing. I'm not going to be helping anyone figure it out if it doesn't work for you. I haven't tried this on any other 1-star lvl 70 craft, only the sushi.
Converted the macro found here into a usable profile.
This profile HQ's every time.
My stats:
Quote:Craftsmanship 1276
Control 1196
CP 485 (achieved with Bouillabaisse HQ)
If you run into an issue, you may not have the same stats as I do. Re-check.
If you continue to run into an issue, troubleshoot it--compare the profile to the macro list that I linked.

I was in the same boat, I'd suggest doing them for Manipulation II. I was able to buy every turn in off MB and in like 30 minutes I had it.
