Pretty much teleporting relys on getting player reports. I typically teleport in dungeons with all 4 characters. I'm not gonna report my self lolol. But teleporting around towns or maps or gathering will probably get you reported.
While they may not do it now, there's nothing to stop Square-Enix having GMs watch for illicit behavior in instances; it happened in FFXI when people were flee hacking around the new version of Nyzul Isle and I'm sure it happened in other cases in that game as well.

its hard to track every single charactesr movments every single server 24/7. Thats why they rely on player reports. to help narrow it down which then makes it easier to track specific payers then it is every single player 24/7 and every single instances.
is there a safe coord to do ultima hard mode?

ya i been able to farm titan,garuda,ifrit ex. and ultima.

no you can do garuda,ifrit,ultimate weapon with 1 character titan with atleast 4. or 3 classes that can res. because he gaol 2 people in ex. And its an investment. I'm able to sell these geared accounts pretty well.

what I still didn't understand is, how would you enter garuda or ifrit solo without using duty finder?

you dont you join a group then when it falls apart you stay around and kill them solo
