The only time Shoulder Tackle would be used on a mob when the toggle is off, is if it kicked off an opener.
The only time you would get Touch of Death spam that I can see is if it misses, extreme lag, or it was a 24-man.

Opener was on and toggle was off and it was a 24 man run so might be this

By the way, Although there wasnt much difference between EasyMonk and this - I believe this could outperform EasyMonk with how it stands now.

For now, the results I got was: (ACT)
1452-1478 = Brawler
1555-1573 = EasyMonk

Both on Dummy and positionals was taken in consideration (No miss on positionals)

I could pitch in some suggestions for the profile but of course only if needed, Im sure the profile is in capable hands if it does get some tweaking
