R3P0: It might be sticking because you're treating progress as a percentile rather than a literal number. Unless you happen to be making something with a 100 difficulty?
Here's my Culinary profile. I'm only 40 with 270 CPs, but it's running in the 90+ percentile in on-level LQs to HQs (70/80s...40s are meh). I tend to stack and buff Control to take advantage of IQ, but I think I need to look at more balance. Obviously the numbers need to be adjusted for your character and job.
1. TOTT, CP <= 256, Good OR Good --Why waste the good touch chance if I already have a full bar of CPs?
2. IQ, Step <= 1, Buff NOT 251
3. Steady Hand II, CP >= 25, Buff NOT 262
-- This one changes, I keep each synth type here that I click on or off based on the difficulty vs level/craftsmanship/etc --
4. Standard Synthesis, CP >= 15, Progress <= 60, Buff 262
5. Master's Mend II, CP >= 160, Durability <= 10 --On a 70: on an 80 make this 20
-- I keep Manipulation here and use it in place of MMII on 40s. Trigger Manip on Dur <= 20 or your synth will fail! --
6. Master's Mend, CP >= 92, Durability <= 10 --Normally eeks out 3 more touches after a Rumination
7. Hasty Touch, Quality <= 1756, Durability >= 11 -- Quality <= Max Quality - 1
8. Rumination, CP <= 95, Quality <= 1756, Durability <= 10, Buff 251
-- I also keep each synth type here and click it on or off based on the recipe --
9. Careful Synthesis -- Catch-All so no conditions
We're pretty similar, but I use a few more conditions and layer another skill in there. I'm also operating at a lower level than you are so this might not work for you at all, but I hope it helps anyhow.
