If the buff option is enabled on the skillmanager, give it like .05 seconds more to see the buff before casting another spell. I watch my BLM cast fire, get a firestarter proc, then cast fire again THEN it will cast fire 3. It's entirely possible I could have gotten two firestarter proc's instead of that one.

Honestly you shouldnt be trying for firestarter procs.. should just be 3 Fire III 1 blizzard III rotation.
