    "Inner Quiet" <2 step
    "Steady Hand" <3
    "Manipulation" <4
    "Basic Touch" >=4 <8
    "Steady Hand" <9
    "Ingenuity II" <10
    "Innovation" <11
    "Basic Touch" >=11 <13
    "Standard Synthesis" <14

    Not universal but simple.

    You can also add Synthesis with "Quality" = 100% to avoid some useless moves.
