Location was fine.  Bait was wrong.  Bot was using Salmon Roe.  Steelshark can only be caught with Suspending Minnow or Stonefly Larva [source].

I had 3x Suspending Minnow in my inventory, so it should have been able to select it.  The bot had finished catching all three fish that can be caught at that location with Salmon Roe.

I'll ask again: Is there a reason why the bot goes to Horizon, then tries to head back to the actual fish it is catching? It just goes back and forth.
