for example: tanking buff : rampart and foresight

I set these buff to pop when my hp goes below 60%, but i don't want both of them to go off at the same time, i already tried to put their buff id on player missing buff but somehow they still pop at the same time.

buff id rampart : 71 and foresight : 83

please help :)

Pervious skill not: skill id foresight.
Current skill not: skill id foresight.

Foresight
missing buff 71.
Prevoius skill not: rampart skill id.
Current skill not: rampart id

btw, is it possible to put several skill id? like convalesence, sentinel, bulwark, hallowed ground.
for example:

missing buff 83
Pervious skill not: 71,72,74,77,82
Current skill not: 71,72,74,77,82
