There's nothing "confirmed" about it.
If you read that thread it's a lot of peoples saying "omg it works" depsite everyone doing different things: 1/3 tried it with server time, 1/3 with local time and 1/3 with JST time. And somehow "OMG IT WORKS!" for everyone.
Apophenia and confirmation bias: confirmed.
Only thing that theory does is taking the focus off the boring grind, people switch zones every hour and eventually get a drop instead of staying in the same place moaning and bitching about RNG for hours.
